Sheen: Lance Armstrong is kind of a d*!$#@

Charlie Sheen isn't a fan of Lance Armstrong.

"He's kind of a douche," the "Anger Management" star told Jay Leno on Wednesday's "The Tonight Show." "Wow, I didn't just say that, did I? ... That's based on meeting him."

Sheen recalled his first encounter years ago with the now-disgraced cyclist, who, after years of denials, recently admitted in an interview with Oprah Winfrey that he used banned substances and blood doping to win seven Tour de France titles. Sheen said he introduced himself to Armstrong, who pretty much dismissed the actor.

"He said, 'That's nice,'" Sheen said. In an aside to Leno, Sheen pretended to address Armstrong: "Sorry to bother you, Captain Bitchin'. Go get a paper route, dude."

Leno added that Armstrong is getting more heat than he might have not just because he "cheated, but the fact that he ruined the lives of people" who called him out. Sheen -- who himself is no stranger to scandal -- agreed.

"If he was a better guy ... in his life, he'd be forgiven a lot faster and a lot easier -- kinda like me," he said to audience applause.

Sheen also weighed in on the rumor that he recently gave $100,000 to troubled star Lindsay Lohan. After joking that was "just for dinner," he revealed that it had to do with their appearances in the upcoming "Scary Movie 5." He said that when Lohan signed on for the movie, she was supposed to be given half of Sheen's salary but was shorted.

"They took half of my money to give to her, and she didn't get it all," he said. "So when I found this out, I said, 'You got shorted a hundred grand.' So I gave it to her."

He added of Lohan: "She's going through some stuff, but she's smart and super talented, and I think she will come out on top."

Analysis: Bombardier, Embraer battle for bronze in commercial jet market

(Reuters) - Big wins for both Bombardier Inc and Embraer SA have heated up the battle in the regional-jet market, as North America's largest airlines dole out big fleet renewal orders after a long hiatus.

In a market that is a virtual duopoly, the short-hop, narrow-body jets manufactured by Brazil's Embraer have outsold those from Canadian's Bombardier for at least eight years.

But signs of newfound sales aggression from Bombardier, and its desire not to lose ground in its traditional North American stronghold, could mean a fierce campaign for orders expected from U.S. No. 1 carrier United Airlines and smaller rival US Airways .

"That will be the next big horse race out there," said Brian Foley, who runs his own aviation research firm in Sparta, New Jersey. "I'm sure both Embraer and Bombardier are in some preliminary discussions, and we could see that being the next news item, this year even."

Bombardier was off to a strong start in December with an order worth up to $3.29 billion from Delta Air Lines . But Embraer's win on Thursday of a deal worth up to $4 billion to supply the regional network of AMR Corp's American Airlines puts it neck-and-neck in the U.S. contest.

With production levels hinging on new orders, fresh momentum for Bombardier could unseat Embraer as the world's No. 3 supplier to commercial airlines, after Boeing Co and Airbus .

Embraer's head of commercial aviation, Paulo Cesar de Souza e Silva, said on Thursday the surge in demand by U.S. carriers was just beginning. American's regional-jet needs were not satisfied by the Embraer order.

Aerospace analyst Scott Hamilton of Leeham Co said Bombardier stood a good chance in the next round of orders from American for planes that ferry up to 120 passengers from smaller airports to bigger hubs. "This is not an exclusive deal for Embraer. American Eagle has such a large mixed fleet of Embraers and Bombardiers that I still view this as an opportunity for Bombardier."

The fight for orders will be ferocious, as both planemakers are hungry to expand their skinny regional-jet order books, hurt by years of slow growth and airlines' shift to bigger planes.

PENT-UP U.S. DEMAND

The biggest U.S. airlines have been the major holdouts against the trend to larger regional jets. Labor agreements long defined regional fleets as planes under 50 seats, a clause that restricted carriers to smaller airplanes as mainline pilots resisted the outsourcing of more flying to cheaper partner operations.

The loosening of those clauses in new labor contracts because of airline bankruptcies and mergers is expected to prompt a string of deals to overhaul the U.S. regional jet fleet. There could be demand for between 250 and 400 planes in the next 18 months, Embraer's Silva says.

Industry sources say Bombardier has started linking its sales pitch to an offer to help airlines re-sell their older Bombardier planes as they upgrade their fleets, a newly aggressive approach that they say was a key factor in winning the Delta order.

Bombardier would not reveal details of the deal, but a spokesman said it has helped other airlines find "new homes" for CRJs, or Canadair Regional Jets, in such growth markets as Russia and Africa.

The stronger sales pitch would come just as the Montreal-based company needs cash to fund expensive development programs, particularly for its $3.4 billion, 110- to 149-seater C-Series. Bombardier sees its biggest jet yet as central to future growth.

REGIONAL-JET ARMS RACE

As aggressive as the current bidding may be, Embraer and Bombardier may soon look back fondly on their two-way contests.

Up-and-coming rivals include Japan's Mitsubishi Heavy Industries , Russia's Sukhoi and even China's COMAC, threatening to drive down prices in coming years.

Bombardier virtually invented the regional-jet segment when its CRJ100 entered service in 1992. Embraer broke into the space with its ERJ145 in 1996.

In 2001, Bombardier began offering stretched versions of its regional jets with 70 to 90 seats. Embraer quickly raised the stakes with a new design, including expanded headroom and cargo space, for its E-Jet family seating 70 to 120 passengers.

E-Jets have outsold CRJs since they were introduced eight years ago. By 2012, Embraer controlled just over 50 percent of the regional aircraft market, including turboprop planes, according to the Teal Group aerospace consultancy.

Bombardier's market share fell below 30 percent, from 72 percent in 2003.

Embraer's 2011 announcement of a planned overhaul of its E-Jets will put more pressure on Bombardier, eroding the efficiency advantages it touts for the CRJ, which is unlikely to see another engine upgrade, according to analysts.

DOGFIGHT FOR A SEATING CATEGORY

Airlines are often hesitant to switch fleets from one supplier to another, since additional training and maintenance costs can outweigh savings on the purchase.

Delta and US Airways and their regional flying partners operate more Bombardier CRJs. American and United and their partners use more Embraer jets.

Philippe Poutissou, vice-president of commercial aircraft at Bombardier, cautions against looking at blanket figures and says a better measure of who's on top is to consider where the demand is.

"If you look at the U.S. market overall at the 70- to 90-seat category, which is where the opportunity lies, the CRJ has outsold the E-Jet two to one, if you are specifically looking at the CRJ700 and CRJ900," he said in a recent interview.

But for Richard Aboulafia, a senior analyst with the Fairfax, Virginia-based Teal Group, Bombardier has a narrow window for selling more ambitiously before the re-engined E-Jet and Mitsubishi's new jet take off.

"They need to work hard to keep the Delta order from being a dead-cat bounce," Aboulafia said.

Egypt deploys troops in Suez after 9 killed on anniversary of uprising

CAIRO/ISMAILIA, Egypt (Reuters) - Egypt's armed forces deployed troops in the city of Suez early on Saturday after nine people were shot dead during nationwide protests against President Mohamed Mursi, underlining the country's deep divisions as it marked the second anniversary of the uprising that toppled Hosni Mubarak.

Eight of the dead, including a policeman, were shot dead in Suez, and another was shot and killed in the city of Ismailia, medics said. Another 456 people were injured across Egypt, officials said, in unrest on Friday fuelled by anger at Mursi and his Islamist allies over what the protesters see as their betrayal of the revolution.

Mursi said the state would not hesitate in "pursuing the criminals and delivering them to justice". In a statement, he also called on Egyptians to respect the principles of the revolution by expressing their views peacefully.

The troops were deployed in Suez after the head of the state security police in the city asked for reinforcements. The army distributed pamphlets to residents assuring them the deployment was temporary and meant to secure the city.

"We have asked the armed forces to send reinforcements on the ground until we pass this difficult period," Adel Refaat, head of state security in Suez, told state television.

Friday's anniversary laid bare the divide between the Islamists and their secular rivals.

The schism is hindering the efforts of Mursi, elected in June, to revive an economy in crisis and reverse a plunge in Egypt's currency by enticing back investors and tourists.

Inspired by the popular uprising in Tunisia, Egypt's revolution spurred further revolts across the Arab world. But the sense of common purpose that united Egyptians two years ago has given way to internal strife that already triggered bloody street battles last month.

Thousands of opponents of Mursi massed on Friday in Cairo's Tahrir Square - the cradle of the revolt against Mubarak - to rekindle the demands of a revolution they say has been hijacked by the Muslim Brotherhood, the group from which Mursi emerged.

In Suez, the military deployed armored vehicles to guard state buildings, witnesses and security sources said, as symbols of government were targeted across the country.

Street battles erupted in cities including Cairo, Alexandria, Suez and Port Said. Arsonists attacked at least two state-owned buildings. An office used by the Muslim Brotherhood's political party was also torched.

"Our revolution is continuing. We reject the domination of any party over this state. We say no to the Brotherhood state," Hamdeen Sabahy, a popular leftist leader, told Reuters.

The Brotherhood decided against mobilizing for the anniversary, wary of the scope for more conflict after December's violence, stoked by Mursi's decision to fast-track an Islamist-tinged constitution rejected by his opponents.

The Brotherhood denies accusations that it is seeking to dominate Egypt, labeling them a smear campaign by its rivals.

'LEAVE! LEAVE! LEAVE!'

There were conflicting accounts of the lethal shooting in Suez. Some witnesses said security forces had opened fire in response to gunfire from masked men.

News of the deaths capped a day of violence that started in the early hours of Friday. Before dawn in Cairo, police battled protesters who threw petrol bombs and firecrackers as they approached a wall blocking access to government buildings near Tahrir Square.

Clouds of teargas filled the air. At one point, riot police used one of the incendiaries thrown at them to set ablaze at least two tents erected by youths, a Reuters witness said.

Skirmishes between stone-throwing youths and the police continued in streets around the square into the day. Ambulances ferried away a steady stream of casualties.

Protesters echoed the chants of 2011's historic 18-day uprising. "The people want to bring down the regime," they chanted. "Leave! Leave! Leave!" chanted others as they marched towards the square.

"We are not here to celebrate but to force those in power to submit to the will of the people. Egypt now must never be like Egypt during Mubarak's rule," said Mohamed Fahmy, an activist.

There were similar scenes in Suez and Alexandria, where protesters and riot police clashed near local government offices. Black smoke billowed from tires set ablaze by youths.

In Cairo, police fired teargas to disperse a few dozen protesters trying to remove barbed-wire barriers protecting the presidential palace, witnesses said. A few masked men got as far as the gates before they were beaten back.

Teargas was also fired at protesters who tried to remove metal barriers outside the state television building.

Outside Cairo, protesters broke into the offices of provincial governors in Ismailia and Kafr el-Sheikh in the Nile Delta. A local government building was torched in the Nile Delta city of al-Mahalla al-Kubra.

With an eye on parliamentary elections likely to begin in April, the Brotherhood marked the anniversary with a charity drive across the nation. It plans to deliver medical aid to one million people and distribute affordable basic foodstuffs.

Writing in Al-Ahram, Egypt's flagship state-run daily, Brotherhood leader Mohamed Badie said the country was in need of "practical, serious competition" to reform the corrupt state left by the Mubarak era.

"The differences of opinion and vision that Egypt is passing through is a characteristic at the core of transitions from dictatorship to democracy, and clearly expresses the variety of Egyptian culture," he wrote.

Mursi's opponents say he and his group are seeking to dominate the post-Mubarak order. They accuse him of showing some of the autocratic impulses of the deposed leader by, for example, driving through the new constitution last month.

"I am taking part in today's marches to reject the warped constitution, the 'Brotherhoodisation' of the state, the attack on the rule of law, and the disregard of the president and his government for the demands for social justice," Amr Hamzawy, a prominent liberal politician, wrote on his Twitter feed.

The Brotherhood says its rivals are failing to respect the rules of the new democracy that put the Islamists in the driving seat via free elections.

What is the Health and Safety at Work etc Act 1974?

The Health and Safety at Work etc Act 1974 has a number of functions. The two most important (arguably) of these functions are the establishment and authorisation of the Health and Safety Executive and the imposition of a number of duties on employers to maintain a reasonably safe working environment. The primary purpose of the 1974 Act is to secure the health, safety and welfare of employees (and other workers) at work and to protect the public from the activities of a company?s business. The Health and Safety Executive?s essential purpose is to promote the cause of improved health and safety in the workplace.

What duties does the 1974 Act impose?

The 1974 Act contains two main duties in sections 2 and 3.

Section 2 of the 1974 Act

S.2(1) sets out the general duty that an employer owes to an employee ? to ensure, so far as is reasonably practicable, their health, safety and welfare at work.

S.2(2) sets out specific duties that the employer has ? including the duty to provide and maintain safe a safe plant and safe systems of work, and to provide suitably information, instruction, training and supervision (among others).

Section 3 of the 1974 Act

S.3 of the 1974 Act extends the duty owed to employees in s.2(1) to cover non-employees. S.2(3) extends this responsibility to cover the workplaces of the self-employed.

How can employers avoid liability under the 1974 Act?

Employers need only demonstrate that they have taken all reasonably practicable steps to maintain a safe workplace. If employers undertake regular and thorough risk assessments to determine any possible dangers then they will normally identify any threats and act to negate them. Most employers who are found guilty of a breach of the 1974 Act have been prosecuted because they were generally negligent in their approach to health and safety in the workplace. Reasonable diligence in the workplace can therefore result in the avoidance of criminal liability and a potentially crippling fine (and an order to pay the prosecution?s costs).

(AP) ? For many Republicans, this is a good weekend to get away from it all.

With hundreds of thousands of Democrats traveling to nation's capital for President Barack Obama's swearing-in ceremonies, Republicans and supporters of last fall's GOP presidential candidate, Mitt Romney, are leaving town for sunny vacation destinations and company conferences or staying indoors and avoiding the crowds.

After failing to recapture the White House for a second straight presidential election, many are not exactly in a partying mood.

"It's a good time to lay low," said John Feehery, the president of Quinn Gillespie Communications and a former top congressional aide.

As Democrats prepare to mark Obama's second inauguration on Monday by bundling up along the parade route or donning party gowns or tuxedos, Republicans are spending the long Martin Luther King Jr. holiday weekend with quick vacation getaways, quiet time at home or trips to the movie theater.

Few plan any "mourning parties" or "bawls" that have been the staples of past inaugural festivities for the party out of power. But invites to pricey balls and swanky soirees tend to be scarce if your candidate lost and watching television provides a constant reminder of November's elections.

"Invitations must have gotten lost in the mail!" former Romney adviser Ed Gillespie wrote in an email saying he had no major plans for the weekend.

Charlie Spies, an attorney and co-founder of the pro-Romney super PAC called Restore Our Future, was in Las Vegas for the weekend, hosting about 100 Republicans, including some former Romney campaign aides, at events in the Wynn Las Vegas and Venetian Resort Hotel Casino.

Spies held a similar gathering for about 20 friends and associates four years ago but said he was surprised by the amount of interest this time.

"I was expecting more than 20 but no place near this response," he said. "But I think people were excited to have an opportunity to be someplace other than D.C. and let President Obama and his supporters have their day in the sun."

Ron Bonjean, a former Bush administration and congressional aide who runs a public affairs firm, convened a small work retreat at a resort in Mexico and said he planned to use the time to prepare for new challenges in 2013.

"It's the perfect time for us to be productive and focused on the year ahead while Washington is consumed with swearing in the president," he said.

Republicans will be part of the inauguration ceremony, with members of Congress gathered on the west front steps of the Capitol for Obama's swearing-in. Many Republican lawmakers are attending state balls during the weekend to welcome their constituents.

Some Republican leaders ? including House Speaker John Boehner, R-Ohio, House Majority Whip Kevin McCarthy, R-Calif., and House Armed Services Chairman Howard "Buck" McKeon, R-Calif. ? planned to attend an inauguration-related ball on Sunday night honoring members of the military.

The bipartisan event includes a performance by Lynyrd Skynyrd, the rock band that canceled its show at last summer's Republican National Convention in Tampa, Fla., because of Tropical Storm Isaac.

After the parties end, the work to win back the White House begins. The Republican National Committee is holding its winter meeting in Charlotte, N.C., next week. A major topic of discussion will be finding ways to reach out to minority voters and win elections.

Next weekend, a robust lineup of Republican luminaries, including Rep. Paul Ryan of Wisconsin, Romney's running mate, Louisiana Gov. Bobby Jindal and Wisconsin Gov. Scott Walker, will address conservatives at a conference organized by the National Review Institute.

For Republicans, this is a season of introspection and planning for the future.

"When you're winning, you're thinking about the possibilities. When you lose, you're thinking about what went wrong," Feehery said. "When you're winning, you're thinking about your next job. When you lose, you're thinking about keeping your job."

Treating Acne Scars

Stay Out of the Sun

Applying sunscreen won?t remove acne scars, but it will prevent them from getting any worse. Exposure to the sun causes acne scars to get darker and appear deeper due to loss of pigment in the face. It?s important to always apply sunscreen when spending time outside, no matter what the season is.

Use Natural Solutions

Surprisingly, many ingredients found right in the kitchen can help reduce the appearance of acne scars:

  • Applying lemon juice to the problem area helps lighten up the scarring, so the scars start to blend back in with the natural face tone.
  • Baking soda is another common household ingredient that is proven to cause positive results. By making a mixture of half baking soda and half water, the paste will exfoliate and remove dead skin cells allowing for new cells to form.
  • Rose hip, olive, and tamanu (a flower from Australia) oil can help restore collagen and start the healing process when it comes to acne scarring. Lather a fair amount over the face every night before bed, and make sure to wash it off with a gentle, non-irritating soap.
  • Aloe vera is famous for its healing properties. When it comes to scarring, aloe vera works to regenerate new cells as well as calm and heal irritated skin. Either use it straight from the plant, or go to any health food store to buy a bottle of aloe vera gel.

Drug Store Options

There are many solutions for acne scarring that are readily available at most stores and online:

  • Cortisone cream won?t necessarily help reduce acne scars, but it will help prevent irritation associated with scarring. Many people pick at their acne scars due to over-drying of the skin which causes skin to get worse over time.
  • Zenmed is available online. This scar removal cream has a majority of positive reviews. Just remember it?s best to use OTC remedies after acne has already cleared up, or it could just make breakouts worse.
  • Mederma is an onion extract base that works to restore collagen loss from acne scarring.
  • Petroleum jelly has been used for years to reduce the appearance of scars, but new studies are showing that it might be just as beneficial for acne scars. Just make sure to only apply it on the problem area as rubbing Vaseline all over might clog some pores.

Medical Procedures

Sometimes, acne scars are too severe to be treated with anything topical, and medical treatments are the only thing will really generate results.

  • Laser treatment is probably the most common medical procedure used to reduce acne scarring. Ablative laser therapy is more intensive and uses heat to remove the scar tissue leaving the new, undamaged skin to surface. Non-ablative lasers work underneath the scars to smooth out skin from the inside out. It?s a much gentler procedure, but requires a few treatments to see results.
  • Dermabrasion uses a brush with rough wires to remove damaged skin and level off the scar tissue. After the tissue is removed, new skin cells form, and the skin is left smooth and rejuvenated.

Singer silences his stutter with song on 'Idol'

?American Idol? returned to its roots on Thursday with a kinder, gentler episode filled with inspiring stories designed to tug at the heartstrings and make it even sadder when some of those getting good news in Chicago are summarily booted off in Hollywood.

The biggest story by far was Lazaro Arbos. Arbos has a stutter bad enough that even a simple sentence is difficult for him, and the judges had to help him get the words out when he told them the name of his song. But as soon as he broke out ?Bridge Over Troubled Waters,? all of that went away, and he got four yes votes from the overwhelmed panel.

Is Arbos likely to win? Probably not. But he?s a great story and he inspired anyone who watched. That, traditionally, is what the audition episodes are all about.

Unconventional for a different reason was Kez Ban. Ban doesn?t have the look of a pop singer ? she has the look of someone who plays with fire for a living, which, as a fire performer, is what she does ? and she acted like she didn?t much care how she did and was just there on a lark. Maybe she had a gig down the street and showed up to kill time.

But whether she was slumming it or simply sandbagging, Ban got four yes votes and moved on to Hollywood. Then she complained about the paperwork she?d have to fill out. Her voice was good enough to go far, but she?ll probably have to act like she cares a little bit about how she does if she wants to succeed in the competition.

That was just the tip of the iceberg in the TV-movie-of-the-week category:

  • Mariah Pulice was recovering from an eating disorder, and clutched her golden ticket as if it were an affirmation of all the work she?d done to get there, which it pretty much was.
  • Clifton Duffin?s parents had never heard him sing, and then got called in to hear his good news.
  • Brandy Neelly was adopted by her aunt after her mom and dad had problems, which is not something viewers heard about when she made it to Hollywood a year ago.

All three moved on. Apparently this ?not taking the stories into account when making decisions? thing everyone talked about before the season began is not 100 percent true.

Another familiar face making a return trip was Johnny Keyser. He got bounced in Hollywood a year ago, was one of four contestants with a chance to get voted back to be a finalist, and lost out on that as well to Jermaine Jones. (Nice call on that one, America!) Performing before a panel that featured three different judges than he saw a year ago, Johnny got the second chance he was looking for.

"Hopefully you've done some work so you won't crash and burn this time," Randy Jackson said. Thanks for the support, dawg!

Also of note: Gabe Brown was discovered in Iowa City, was bused to Chicago, bribed the judges with cookies and got in despite a very unpoppy like rock vocal. If you want to get in good with the folks who count at this stage, sweets are apparently the way to go.

The judges' story lines were the same as the first episode. Mariah Carey is the one all the contestants genuflect before. Nicki Minaj is the one who does whatever it takes to keep herself from dying of boredom, whether it?s accents, deadpan humor or the slow torture of dangling faint hopes in front of overmatched contestants and watching that dreamlike optimism wither and die in their eyes. And Keith Urban is the laid-back dude who?s supposed to be normal.

But that apparently changes next week when the show moves to Charlotte, N.C., and the drama between the women on the panel really starts. Thursday night was inspiration. Next time, apparently, it?s just frustration.

Hostage crisis: Energy needs ensnare Europe in the Sahara (+video)

The hostage situation has highlighted the precarious situation of energy production in Algeria, which is Europe's third-largest natural gas producer but is also home to an Islamic insurgency.

Mr. Cameron said he was disappointed Algeria had not informed him in advance of its operation to rescue hostages being held in a desert gas facility, but said fewer then 30 Britons were still 'at risk.'

Still reeling from a deadly Algerian military attempt to free hostages held by Islamist militants at a natural gas installation, European governments, resource companies, and other investors are considering how large amounts of personnel on the ground in the region can be protected from future attacks.

Dozens of energy workers remained unaccounted for Friday following the operation to free hostages from at least 10 countries, as well as many local workers at the Ain Amenas plant. Two Japanese, two Britons, and a French national were among at least seven foreigners killed, according to an Algerian source quoted by Reuters Friday.

However, security experts warned of broad implications for protecting hundreds of specialist foreign workers and thousands of locals manning operations across North Africa, where the energy implications for Europe mean that simply pulling out is not an option.

?This will be a wake-up call because of the scale of this attack against Amenas,? says Anthony Skinner, an analyst at risk analysis company Maplecroft, which ranks Algeria as one of 22 states where there is an "extreme" risk of kidnapping and the 21st highest risk out of 197 countries.

?I think there is going to be a very significant revision to security measures. There needs to be almost a program put in place by individual investors that goes overboard in terms of security because of the scale of this particular incident.?

London-based BP, a joint operator of the gas plant, has been evacuating staff from Algeria ? 11 were flown back to the UK Thursday ? and the British government is providing a back-up service. Staff were also being flown out by Norway?s Statoil, which runs the Tigantourine gas field with BP and Algeria's national oil company. Statoil said eight Norwegian employees were still missing.

Spain?s Cepsa was also pulling staff out of Algeria, which produces more than 1.2 million barrels of crude oil daily and is Europe?s third-largest supplier of natural gas.

In practical terms, Mr. Skinner says that corporations could look at increasing the number of perimeters around installation as a step towards protecting workers against the region's militants, whose capabilities have been expanding. Though the militants have always been able to move easily across porous frontiers, they now have access to more sophisticated weaponry following the fall of Libya?s Muammar Qaddafi across the border from Algeria.

Skinner cites Iraq, host to a large amount of foreign oil firms, as an example of how bolstered security can work. ?If you look at the total number of terrorist attacks between 2004 and 2011, 3 percent of all attacks were targeted against energy infrastructure and the bulk of those targeted soft entities ? pipelines, gas stations, and transport.?

?A small minority of that 3 percent actually targeted harder targets, pump stations and the like. So if you have the right security measures in place, the security risks can be mitigated.?

The Amenas incident could also tip the balance towards foreign companies and governments when it came to negotiating future security arrangements with local authorities.

Skinner adds, ?Governments and investors are going to be particularly concerned that they are in control of security measures. Algeria has acted without engaging [diplomatically] with the militants and we have seen the result of that with many deaths. This will also enable multinationals to negotiate their way to ensure that they have greater control over security measures on the ground.?

Some analysts elsewhere suggested that the security challenge could be much less, pointing out that the isolated nature of Algeria?s oil and gas fields make them relatively easy to secure and that local authorities would now be on a higher state of alert.

Amid a still confusing picture at the plant, Britain?s Prime Minister David Cameron said today that the number of British nationals at risk had ?quite significantly reduced" from a figure of less than 30 last night.

He added that he was "disappointed" not to have been told by Algerian authorities about the operation before it began. "I offered UK technical and intelligence support ? including from experts in hostage negotiation and rescue ? to help find a successful resolution,? he told MPs in Parliament after chairing a meeting of Britain?s national security committee, Cobra.

Mr. Cameron's criticism was far more muted than was suggested by reports that he, like other European leaders, was "furious" not to have been informed of the Algerian operation beforehand.? But his language was likely tempered by Algeria's importance to Britain and Europe, both as an energy supplier and as a partner in anti-Islamist efforts in the region.

Cameron defended Britain?s involvement in the French-led intervention in Mali and its provision of two C-17 transport aircraft, for which the militants have reportedly claimed the Amenas attack was in revenge.

Iraqi officials: Car bomb kills 4 Shiite pilgrims

BAGHDAD (AP) ? Iraqi authorities say a car bomb has killed four Shiite pilgrims as they were heading to shrines in the country's south.

Police officials say the Thursday morning attack involved a car bomb that struck a bus carrying the pilgrims near the Shiite holy city of Karbala. The blast also wounded 12 pilgrims.

A medical official in a nearby hospital confirmed the casualties. All officials spoke on condition of anonymity because they are not authorized to talk to the media.

Violence has ebbed in across Iraq, but insurgents frequently attack security forces and Shiite pilgrims in an attempt to undermine the country's Shiite-led government.

A big question in gun-control debate: What will Harry Reid do?

WASHINGTON (Reuters) - What will Harry Reid do?

As President Barack Obama's gun-control package heads to the U.S. Congress, one of the big questions hanging over Capitol Hill is how Reid - a fellow Democrat and the Senate majority leader - will manage the most ambitious proposal for gun restrictions since the 1960s.

In the political drama likely to play out over guns, Reid is hardly the gun-control advocate from central casting. Like many Republicans and several fellow Democrats from conservative states, Reid, 73, has often opposed limits on gun owners.

He was endorsed for re-election by the pro-gun National Rifle Association in 2004, though not in 2010. He has voted to protect gun makers from lawsuits (2005) and supported allowing firearms in checked baggage on Amtrak trains (2009).

But the Nevada Democrat has also supported various calls for more background checks of prospective gun buyers.

Expanding such checks is a focus of Obama's plan, which also includes proposals for a ban on the sale of military-style assault weapons, a new federal gun-trafficking law and a 10-round limit on ammunition magazines.

Many lawmakers and analysts believe a ban on assault weapons is unlikely to clear Congress, and that Obama's proposal will probably be whittled down significantly before a version of it can be passed.

They said that in the Republican-led House of Representatives, getting a vote on any gun legislation could be difficult. And in the Democrat-led Senate, they said, it all depends on Reid, who as majority leader decides what legislation makes it to the floor.

As recently as Sunday, Reid expressed doubt about an assault weapons ban and suggested that expanding background checks would be a more realistic goal.

"Is (a ban on assault weapons) something that can pass the Senate? Maybe," Reid said in an interview with a PBS television affiliate in Las Vegas. "Is it something that can pass the House? I doubt it."

REID A 'SMART GUY'

On Capitol Hill, Reid's message was interpreted to mean that he would not ask Senate Democrats to support the assault weapons ban, or other measures that would anger conservatives in their home states, if those measures had no chance of passing the House anyway.

"Reid doesn't want to expose members to votes on bills that might not even be brought up for a House vote," said a senior Democratic aide who was not authorized to speak publicly. "But some of his own Democrats may introduce their own bills to ban assault weapons and push for votes on it."

Larry Sabato, heads of the University of Virginia Center for Politics, agreed that Reid was "positioning himself to only pass things in the Senate that can pass the House."

A senior Republican aide, who asked not to be identified, predicted Reid was unlikely to call a Senate vote on an assault-weapons ban unless it were filled with loopholes.

"Harry Reid is a smart guy," the aide said. "To gun activists, banning assault weapons sounds too much like, 'The government is trying to take away my guns.' It is not going to fly."

After Obama announced his plan on Wednesday, Reid said he was "committed to ensuring that the Senate will consider legislation that addresses gun violence and other aspects of violence in our society early this year."

Reid added that "all options should be on the table moving forward."

SOME DEMOCRATS ANXIOUS

Polls indicate that after the massacre of 20 children and six adults last month at a school in Connecticut, most Americans want restrictions on the type of rapid-firing "assault" rifle that was used in the shootings.

Illinois Representative Bobby Rush, a Democrat who became a gun-control advocate in 1999 after his teenage son was gunned down in Chicago, said Reid was part of the reason he fears Obama's efforts may come up short.

"I see Democrats like Harry Reid never in favor of meaningful gun legislation," Rush said.

"Reid should bring (a proposed ban on assault weapons) for vote and see what happens," Rush added. "If there are enough agitated Americans who make their voices heard, they can move this Congress."

In the Senate, the gun legislation will originate in the Judiciary Committee. The panel's chairman, Vermont Senator Patrick Leahy, said on Wednesday that the first hearing on Obama's gun proposals would be on January 30.

If the committee winds up approving an assault weapons ban and Reid does not allow a vote on it, "I'd be very disappointed," said Democratic Representative Jim Langevin of Rhode Island, a long-time backer of banning assault weapons.

And, Langevin said, "so would a lot of other Democrats."

Hot chocolate tastes better in an orange cup

PARIS: European scientists say they have found further evidence that how you serve food and drink matters hugely in the perception of taste.

Researchers at the Polytechnic University of Valencia and the University of Oxford recruited 57 volunteers and asked them to taste hot chocolate served in plastic cups with four different colours -- white, cream, red
and orange with white on the inside.

The chocolate was the same in all the samples, but the volunteers found that the flavour was better when the drink was served in the orange or cream-coloured cups.

Colour enhances taste and aroma

"The colour of the container where food and drink are served can enhance some attributes like taste and aroma," Betina Piqueras-Fiszman of the Polytechnic University of Valencia said in a press release. The findings could be beneficial to chefs and food manufacturers, Piqueras-Fiszman added.

Previous research has found that yellow containers boost the perception of flavour of lemons in soft drinks; beverages with cold colours, like blue, seem more thirst-quenching than warm colours like red; and if
drinks are pink, they are perceived as being more sugary.

The study appears in a specialist publication, the Journal of Sensory Studies.

eMarketer says that this will be the year that smartphone usage in the US will cross the 50% threshold, meaning that half of all mobile users will be using smartphones. Standing at the front of the line of services that benefit from this massive shift to online mobile access are Pandora and Twitter. These two platforms have as many, or in the case of Pandora, more users accessing them via mobile than via desktop.

Late last year comScore released a beta report of their Media Metrix Multi-platform measurement report, which merges usage data via web, smartphone and tablet into one number. providing an excellent snapshot of a service?s user base. It then assigns a multi-platform ranking that can be compared to the standard Media Metrix ranking. Sites with a higher multi-platform ranking are the ones that have lots of mobile users.

Google is number one on both rankers, and the top ten sites don?t shift much, meaning that they maintain their user base when mobile usage is factored in. But Pandora benefits greatly from this multi platform measurement approach ? their rank moves from 61 to 23. No other site on the top 30 enjoys such significant lift from adding in mobile to the ranker.

NFL playoffs: NFC parity continues

The 49ers play the Falcons on Sunday in the NFC Championship Game. Neither has played in a Super Bowl since the 1900s. No one should be surprised. The NFC routinely puts a fresh face in the Super Bowl.

Last season, the Giants ended one of the great parity runs of sports history. The G-Men?s survival of San Francisco last season ended a stretch of 10 franchises winning the conference over 10 years. Starting with the 2001 season, the NFC champs were the Rams, Buccaneers, Panthers, Eagles, Seahawks, Bears, Giants, Cardinals, Saints and Packers. That?s a phenomenal run of parity. Nothing like it ever before in any sport.

Over that same span, only four AFC franchises won the conference: New England four, Pittsburgh three, Indianapolis two and Oakland one (yes, the 2002 Raiders won the AFC).

The NFC?s streak ended when the 49ers? Kyle Williams fumbled those punts last January, allowing the Giants to win the NFC title game. Otherwise, the NFC would be 11-in-11, with Atlanta having the opportunity to go 12-for-12.

As it is, the 2012 NFC title participants guarantee the conference an 11th franchise winning one of the last 12 NFC titles.

It?s a remarkable conference. Check out the franchises that WON?T be on the Super Bowl list for the last 12 years:

* The 49er-Falcon loser. Both appear set with talented rosters, solid front offices and young, franchise quarterbacks. It wouldn?t be kooky to think that the NFC could make it 12 in 13 years next January.

* The Vikings. Minnesota made the playoffs this season.

* The Redskins. Washington made the playoffs this season and have a franchise quarterback in Robert Griffin III.

* The Cowboys, who seem stuck on an 8-8 treadmill but have a talented roster.

* The Lions, who made the playoffs last year and have a franchise QB in Matthew Stafford.

Think about it. What are the destitute franchises in the NFC? Arizona had an awful season, but does anyone think the Cardinals are down and can?t get up? The Rams have been destitute, but they played for a division title in 2010 and were competitive again this season under new coach Jeff Fisher. The Panthers have Cam Newton.

In the AFC, there are franchises that seem to be without hope. The Bills. The Browns. The Raiders. The Chiefs. The Jaguars. Now maybe even the Titans. But life in the NFC isn?t like that. In the NFC, virtually every franchise has a fighting chance over a period of years.
